Baker serves as the full-time chaplain of the Rockingham Harrisonburg Regional Jail, where he nurtures inmates in Christian faith, resources and develops ministries within the jail and cultivates church and community support partners in the ministry.

Baker has volunteered at Coffeewood Correctional Center in Culpeper County, Va., for more than 6 years, and he has 40 years of experience as an ordained minister. He is the former pastor of Church on the Rise, Culpeper, Va. As a Free Methodist pastor, he relates with VMMissions partner Blake Wood, pastor of Faith Christian Community Church, Harrisonburg, Va., as his district minister.
